Miguel holds a Law degree from Universidad EAFIT, a Master’s in Public Law for Administrative Management from Universidad de Los Andes, and a Master’s in Public Administration from the London School of Economics (LSE).

Miguel is an expert in designing and implementing public policies related to energy and natural resources. He has gained experience as an advisor, consultant, and manager in the energy sector.

From 2018 to 2022, he served in the Colombian government as an advisor to the Minister of Mines and Energy and later to the Vice Minister of Energy. During his time at the Ministry, he led the design and implementation of public policies that laid the groundwork for the energy transition. He also directed the team responsible for revitalizing the Oil & Gas sector. He oversaw the team that developed public-private financing mechanisms, enabling energy access for over one hundred thousand Colombian families in the nation’s most remote areas.

He is currently a partner at Lotero Zuluaga Abogados, leading the energy and natural resources practice. He also serves as an expert advisor on markets and regulation in offshore wind for the British consultancy firm OWC Ltd., is a professor of Energy Markets, Regulation, and Policies at several Colombian universities, and is a member of various energy sector boards of directors.
