Joseph Vitale is a Principal at Ramboll with over 40 years of experience in engineering consulting with the last 10 years focusing on offshore wind (OSW) port development. He holds an MBA from Babson College, an MS in Civil Engineering from Northeastern University, and a BS in Chemistry from Boston College. Joseph has led major OSW infrastructure projects across North America, including detailed port and harbor assessments, supply chain studies, and development strategies for both public and private sector clients. His portfolio includes the successful completion of the Portsmouth Marine Terminal transformation in Virginia in spring 2025, where he oversaw the design, permitting, and procurement to repurpose the port for large-scale offshore wind operations. Beyond Portsmouth, he has managed OSW port evaluations and development strategies for projects on the East and West Coasts of the US providing technical leadership on feasibility, permitting, and supply chain readiness.
