Stephanie Milne has over 20 years of global experience implementing and managing marine environmental programs for regulatory agencies and stakeholders, including 15 years in the energy industry, most recently leading RPS’, a Tetra Tech company, US offshore renewables team. As Senior Environmental Program Manager, she oversees all North-America’s marine environmental programs and personnel and is responsible for managing stakeholder and government agency relationships.

Stephanie has expert knowledge of marine protected species environmental regulation, permitting and mitigation for offshore activities with expertise in protected species monitoring and mitigation across a project life cycle.

She is experienced in advising on and managing large-scale dynamic and complex marine projects where the regulatory requirements and operational procedures are still in development. She led the team responsible for the protected species compliance programs executed during installation of turbines on the first and the largest U.S offshore wind farms.

She has overseen the development of many emerging technology initiatives that advance industry capabilities to detect marine protected species, taking them from research and development initiatives to viable, commercially scalable, regulatory agency accepted tools and strategies. Some of her successes include the development of an Artificial Intelligence for the detection of marine mammal vocalizations, which was recently operated on an Uncrewed Surface Vehicle during a project awarded by the U.S National Offshore Wind Research and Development Consortium that won the 2025 Oceantic Ventus Award for Innovation of the Year.
