Shauna Kelly (she/her) is Sierra Club Canada Foundation’s Offshore Wind Coordinator for Newfoundland and Labrador. Based in Burin, NL, she is responsible for coordinating and strengthening Sierra Club Canada’s offshore wind community engagement, policy advocacy, program development, and research. Coming from a family and a community that once relied on the cod fishery and that now relies on non-renewable industries, Shauna is passionate about bridging the gap between lived realities, local knowledge and policy development to build a sustainable future for communities in Newfoundland and Labrador. Specifically, as the offshore wind sector develops in Atlantic Canada, her work currently centres around three questions: How do we create space and build capacity for local communities to engage at decision-making tables? How do we ensure that communities meaningfully benefit? What does a just transition to offshore wind look like, and what policies and programs do we need in place to achieve it?
To develop answers to these questions, Shauna works collaboratively within the Atlantic Offshore Wind Coalition (AOSWC). The AOSWC is a partnership of East Coast Environmental Law, Ecology Action Centre, Sierra Club Canada. Their work rests on three foundational pillars – Respect, Regulation, and Responsibility – prioritizing respect for Indigenous Peoples’ rights, meaningful engagement, ocean protection, and transparent, participatory assessment processes. Working together, they bring trusted legal, policy, and social expertise to offshore wind development in Atlantic Canada.
