Dawn MacDonald is a seasoned energy professional with over 25 years of experience in project development, technical strategy, and investment evaluation across the global renewables sector. Based on her Atlantic Canadian roots, Dawn is passionate about developing environmentally sustainable economic opportunities for our coastal regions—where wind energy can play a transformative role in community resilience and long-term prosperity.

As AECOM’s Global Offshore Wind Market Sector Lead, she guides strategic initiatives and fosters technical collaboration across regional and commercial business lines, supporting clients and projects worldwide.

Dawn’s career spans a decade of leadership in offshore wind, where she has played pivotal roles in the development, construction, and operation of over 3 GW of European offshore wind capacity. Her expertise includes competitive strategy, financial modeling support, risk management, EPCI contractor selection, environmental impact assessments, and operational planning. She has served as a shareholder’s representative and committee/board member on landmark projects such as Saint Nazaire, Fécamp, Calvados, and Dunkerque in France, Rampion in England, and Hohe See and Albatros in Germany. Her history includes leading technical assessments, due diligence and project development for offshore wind opportunities in across Europe.

Dawn holds a Bachelor of Science in Industrial Engineering from the University of Manitoba and an MBA from the University of Calgary. Her cross-sector experience—from biomass and wind to transmission and pipeline development—positions her as a strategic voice in advancing marine renewable energy.
