Ms. Hartnett is a Principal at Epsilon Associates and leads Epsilon’s offshore wind practice, with a project portfolio totaling over 10,000 megawatts (MW).  She has over 26 years of experience in environmental permitting and scientific analyses for offshore wind energy development, coastal and marine projects, and submarine cables. Maria has been at the forefront of US offshore wind permitting since filing the Vineyard Wind 1 construction and operations plan (COP) with the Bureau of Ocean Energy Management (BOEM) in December 2017, which is the first COP filed for the current generation of US offshore wind projects. Maria has led the federal permitting of several other US offshore wind projects, including New England Wind, Vineyard Northeast, and Vineyard Mid-Atlantic. She has managed the preparation of two site assessment plans (SAPs) for offshore wind site assessment activities and five COPs for offshore wind construction and operational activities. These comprehensive permitting documents analyze the potential effects of offshore wind activities on physical, biological, and socioeconomic resources. Maria’s experience also includes preparing multiple mitigation packages for commercial and recreational fisheries. Maria has also served as an expert witness for several offshore wind projects.
