Mark Chapeskie (he/him) is Vice President, Programs at Electricity Human Resources Canada (EHRC) and a nationally recognized leader in workforce strategy for Canada’s electricity sector. With more than 20 years of experience, he brings deep expertise in labour market intelligence, program leadership, and cross-sector collaboration to addressing the workforce challenges critical to Canada’s clean energy
transition.
At EHRC, Mark leads a national portfolio of workforce development initiatives focused on strengthening labour mobility, enabling career transitions, and expanding participation across the electricity value chain. Central to his role is convening and aligning employers, labour organizations, post-secondary institutions, and governments to develop practical, evidence-based solutions that respond to evolving skill requirements across both regulated and unregulated occupations. Mark also oversees EHRC’s labour market intelligence function, translating complex data into actionable insights that inform employer decision-making, public policy, and long-term workforce planning. His work helps ensure workforce strategies are aligned with electrification, infrastructure renewal, and decarbonization priorities, supporting a reliable and resilient electricity system.
A strong advocate for diversity, equity, and inclusion, Mark embeds inclusive approaches across workforce programs, recognizing inclusion as essential to sector resilience and sustainability. He contributes sector expertise through the One Canadian Clean Economy Task Force and advisory roles across workforce development and education. Mark holds a Bachelor of Arts in Government from St. Lawrence University and a Master’s degree in Human Security and Peacebuilding from Royal Roads University
