Olivia Burke is an Associate Director based in the Dutch office of the Carbon Trust, where she leads offshore wind innovation and collaborative research programmes across Europe and North America. She specialises in establishing and managing multi-stakeholder initiatives that bring together industry, government, researchers, and coastal communities to address shared challenges and support responsible offshore wind research and development.

Olivia plays a leading role in Carbon Trust’s Offshore Wind Accelerator (OWA), one of the world’s largest collaborative offshore wind innovation programmes. Her work spans a range of international initiatives, including supporting the Maine Offshore Wind Research Consortium, a state-established group studying the ecological, economic and social impacts of floating wind in the Gulf of Maine, and leading stakeholder engagement for the Regional Fisheries Compensation Fund (RFA), a first-of-its-kind initiative working with 11 U.S. Atlantic States to provide a consistent and equitable approach to compensating commercial fisheries affected by offshore wind development.

Olivia holds an MA (Cantab) in Geography from the University of Cambridge.
